About Our Courses

The National Stormwater Center’s courses focus on permit compliance and intent of the regulations. Our courses were developed by former enforcement officers to result in stormwater inspectors who are knowledgeable and who possess the necessary skills as per permit definitions. Students are expected to achieve a minimum passing grade of 75% on course examinations.

Our Instructors

John Whitescarver, QEP, CSI

After serving for 10 years on the EPA team that developed the NPDES program, John continues as a national expert in NPDES policy. He is an EPA advisor, a consultant to industry, an expert witness and manages 50 inspector training events a year including the Florida Department of Environmental Protection’s Stormwater Management Inspector Program. John lives in Maryland and Florida.


David Lyons, PE, CSI

Retired from US EPA Office of Enforcement and Compliance Assurance, Dave directed EPA’s water enforcement activities and developed the NPDES Inspection Manual. Dave also conducts compliance evaluation inspections under EPA contracts to states. Dave lives in Northern Virginia and Florida.


J. Fred Heitman, CSI

Fred conducted EPA training for EPA and State NPDES managers under a three-year contract with EPA managed by John Whitescarver. He was previously the Director of Water Enforcement for the State of Oklahoma. Fred lives in Tennessee.


Roy Silva, CSI - Teaching Assistant

Roy has 10 years of experience overseeing nation-wide construction projects including as the stormwater compliance manager for Walmart’s 200 distribution centers. Roy lives in the center of Texas.


Gianna Castro Muniz, CSI - Teaching Assistant

Gianna is President of C&G Environmental Group in Puerto Rico. She was previously a chemist with the Puerto Rico Aqueduct & Sewer Authority. She has a Bachelor of Science degree in chemistry from the Catholic University of Puerto Rico, and a Masters of Science from the University of Lowell in Massachusetts.
